The N.I.D., or National Intelligence Department, is a civilian branch of the United States government, which appears to have a significant military component. Based within a facilty located in Washington D.C. (near the base of which is an outdoor café called the 'Old Bailiff'), the agency is devoted to the protection of Earth, & thus works with - & often comes into conflict with - Stargate Command.
The N.I.D. is plagued by a rogue group within its ranks, which operates outside the law to acquired advanced alien technologies by any means necessary. This has included use of Earth's second Stargate for covert, off-world operations, placing a mole within the S.G.C., blackmailing General George Hammond (former commander-in-chief of the SGC), & stealing alien technology from Area 51.
Thanks to the efforts of agents like Malcolm Barrett, the N.I.D. is now something of a more legitimate, reformed agency committed to civilian oversight of military programs. Another of its most prominent agents is Richard Woolsey, now U.S. Ambissidor to the I.O.A.
Members of the legitimate N.I.D. include (or have included):

The rogue N.I.D. eventually became known as the Trust, most (if not all) of whom have been taken over as hosts for Goa'uuld symbiotes; & remain - for the most part - still at large somewhere on Earth (although they may be encountered elsewhere), elusive & as committed to causing trouble for the S.G.C., Earth & it's allies as ever. . .
